Ester R. Fuchs is Special Advisor for Governance and Strategic Planning in the Office of the Mayor of the City of New York. As Special Advisor to the Mayor, she is responsible for developing and implementing reform initiatives for City agencies as well as advising on new, innovative and efficient ways to deliver public services. She is on a public service leave from her positions as Director of the Center for Urban Research and Policy, SIPA, Columbia University; Professor of Political Science and Public Affairs, Columbia University and Barnard College; Chair, Urban Studies Program, Barnard and Columbia Colleges. She received her BA from Queens College, C.U.N.Y. in 1972; MA from Brown University in 1974; and Ph.D. from the University of Chicago in 1984. She has been Principal Investigator for a Ford Foundation grant on Political Participation and the Civic Culture of Moslem Communities in NYC; US Department of Justice project on Implementation of the National Voter Registration Act; National Health and Human Service Employees Union AFL-CIO project on Political Participation in NYC and NYS; a Ford Foundation grant on New Voices in State Fiscal Policy; US Department of Housing and Urban Development evaluation of the federal homeless policy, the Continuum of Care; Upper Manhattan Empowerment Zone Technical Assistance Project. She is the author or co-author of Mayors and Money: Fiscal Policy in New York and Chicago; Translating Your Vision Into Success: Basic Manual for Preparing a Business Plan; "Political Capital and Political Participation;" "Political Participation and Political Representation in NYC with a Special Focus on Latino New Yorkers;" "The Future of New York: 1898,1998;" "The Permanent Urban Fiscal Crisis;" "Urban Community Initiatives and Shifting Federal Policy: The Case of the Empowerment Zones;" "The Year of the Woman? Candidates, Voters and the 1992 Election." She is a member of the Editorial Board of Urban Affairs Review; former Faculty Editor of Metropolitics; chair of the Center for Urban Research and Policy Urban Issues Workshop; and a former member of the Boards of the New York Foundation and of Citizens Union, PENCIL (Public Education Needs Civic Involvement), Center for An Urban Future, and Hebrew University Rothenberg School. She has been a consultant to several political campaigns, written political commentary, and appeared as a political analyst on radio and television. She lives with her husband Daniel Victor and three children in Manhattan.
